No flow button in modern lists
Any idea why I don't have the Flow (and Powerapps) button in my modern lists? Background: first release user, either with Flow preview and GA license, tested in Firefox and IE. I've also checked...
The solution, for the record: this is still a preview feature, so enabling preview features in Sharepoint admin center made the buttons available.
I'm not sure if this helps, but when you create a flow, via the web tool, you can apply the flow to the list without having to go to the list or see the flow in the tool bar. You should be able to do all the configurations you need through the web.

I actually had the same issue and just tested my theory and the flow works.
My flow looks like this...
1. Create new item at list --> get item from list --> email manager item results from list.
All done through the web and I received the email with the results :)
