Our SharePoint intranet is now experiencing this issue again. Is no one else?

We are experiencing one of two events. Either the old issue of the picture overlapping the text OR the new issue of the picture not loading at all. In both cases, reloading the page puts things right.

I guess it is time for me to open a ticket with MS.
