New Site page navigation issue

There is currently no way to change this in Modern pages. The only option is start a page as a communication site, then you can get top level nav similar to Oslo, but you cannot have a Group site or classic site use top nav. yet. The oslo setting only affects classic site pages, once you hit a modern UI page, it's going to use the modern site template, which is left nav for all page types other than Communication site currently.
