New Banner web part missing

It seems quite sad that we do not seem to get responses on this site from Microsoft, yet when I just asked the same question on the Microsoft answers forums, I got a response within a few hours (albeit, one I didn't particularly like lol)
New SharePoint header functionality was there, now it is not
- I wish they would pick one or the other, so we don't have to post in multiple places hoping to get a response. Very challenging.
