Multiple PowerApps Forms to Update One List

Hello!  It's been quite some time since I've done SP design work, and my current role has me getting reacquainted with it.  I'm putting a "tracking" list together and have encountered the infamous "lookup field limit" challenge that seems to plague a lot of people.  I am thinking that I can circumvent that issue by having multiple forms.  I've seen people suggest multiple views, but not multiple forms.  

Conceptually, here's what I'm thinking:

1 form for the User to submit key details, including what areas are impacted by the proposed change.

A second form (accessed via a button on the 1st form) for the User to advise who the point of contact is for each impacted area, using people pickers.  This form would have text boxes that hold some values entered in the 1st form, specifically from choice fields.  

A third form for a different User to disposition the request.

I haven't seen anything online that speaks to my thought process, so I'm hoping someone here will opine if it's feasible.
