Multi language menu not changing

I've read a few articles on this, but there are zero solutions to date.

• We have an English/French SharePoint Communication Hub.
• We've added French in the site settings to get the French option in the language dropdown.
• We've gone into the menu and added French translations to all the menu links.
• We've tried toggling on Overwrite Translations in site setting language settings.
• I know there is the one "solution" to change display language via Devle, but there has to be an actual solution that is universal for everyone without having to change anything on a user-level, no?

So, how do we get the menu to change from English to French when we select French from the dropdown?

Any help is very much appreciated. Feel like I've been banging my head against a wall, lol.
