If I am understanding you correctly, simply "Follow" the root site and it will show up in the Copy To / Move To destinations. You may have to refresh the screen for the site to show up.

Thanks for the tip but, unfortunately, this didn't work for me/us. I have the root followed. It shows as a followed site when you look at the sites that are followed (main sharepoint site when you click on sharepoint from the admin page) but no dice on the copy/move.
