Moved files in SharePoint go to new location but also show in deleted

If this has been posted before, my apologies, but I couldn't find it.  I recently noticed something weird for some users who were moving files in SharePoint to organize the site.  The files did move to the new location but also showed in the recycle bin as if they were deleted.  One recent user was moving files via File Explorer and the other via a web browser.  It caught my attention as I was searching for an unrelated deleted file in their department SharePoint site and saw a very large number of files deleted the previous day at about the same time but when I spoke with the user, she showed me how she was moving them and they did indeed move to another location but also showed in deleted.  Another user moved the files from one location to another, and I watched the user move them and they moved but also showed as deleted.  Not sure what the issue is if it is related to a user's permissions or what but I couldn't replicate it for myself.
