Make sure they only have read rights to the actually site and that the user testing isn’t also a site collection admin.
You could also try making sure that the users also have their contribute rights from the homepage itself but it seems more likely you have those users nested in another group or something on the site permissions itself which would give access to creating everything on the pages.
