But you can use the admin center to also create classic sites and just create new modern pages within those as well.

Thanks Christopher! I have been creating classic site collections and then adding modern home pages. But I want to use the classifications as well! Also, it's bit tedious having to add the custom pages. And I want to be able to change the theme the modern way like you can on the group sites.
- Feb 24, 2018Well, if you want to use site classification you have to choices:
(1) Just crate a modern SPO site that as you mention, creates a Group. Of course, you need first to enable classification in your tenant: https://www.sharepointeurope.com/using-site-classification-sharepoint-sites/
(2) Just create a classic SPO Site and implement your own classification stuff: https://docs.microsoft.com/en-us/sharepoint/dev/solution-guidance/implement-a-sharepoint-site-classification-solution
