The "live people card" behavior (where you can hover over an individual and see more information about them) isn't yet rolled out to the government cloud you are both a member of, which is why you don't see that behavior in the people web part. Once that underlying capability is rolled out, it will become available in SharePoint. The team handling that feature roll-out hasn't committed to a roll-out time frame yet. We'll let you know when we know a time frame for it. fyi Steve Zhang

Can someone clarify where the People data is being pulled from?
I have uploaded user's profile pictures and phone numbers with PowerShell (Set-MSOLUser, Set-AzureADUserThumbnailPhoto and Set-UserPhoto) and I see them in Delve and Outlook, but they aren't showing up on the People web part.
Not sure where else I can dump the info.

Let me check. It takes time to roll out to all as we defined different phases and in each phase we need to test to ensure it's in good quality.

One of our users noticed a funky behavior with the people part. One the initials for the icon are last name, middle name (so for John L Smith it would be SL) but when you hover over it, the initials go to first name, last name (so JS for John L Smith). It seems weird this is inconsistent between the two. Is it possible to control/edit this behavior?)

we had a fix. And we are carefully rolling it out now. It takes time to go through whole process
