Modern site home page focus is not at the top of the page

Same issue here.  Using Sharepoint Online (O365 for Business), when I visit a site, the home page loads and then always scrolls to a List (Preview) or Document Library (Preview) web part that is placed in the middle or bottom of the page.  You see the top of the page at first, then a second later the page scrolls.  This happens in a browser (tested on Chrome, IE11, and Edge) AND when opening on a mobile device, and occurs on both Team sites and Communication sites.
