Modern Site creation wizard still create site if you cancel out of creation

If you attempt to create a modern team site, populate the dialogs then cancel out of it, you'll find that it's possible that SharePoint went ahead and created the new site even if you cancel out of the dialogs.  

 

Why is this?  You shouldn't create the new site while you check to see if the chosen site name is valid.

    We've seen this and it's annoying to go back and find that the name you originally put on the new site request that was cancelled somehow got retained and then the new site request - with exactly the same name - gets a number suffix applied - eg. 'SharePoint2' even though the actual second request form did not show this. A simple 'sorry this name is already in use' would be much more helpful than adding a number, as in most cases we end up deleted the site with the number suffix and starting again with a new name.
