If your user base does not have Outlook 2016 and you are keen to use the
Modern view then you may want to look at 3rd party tools. There are
tools (e.g.

where a user can attach SharePoint documents to an email that work in
both classic and modern view. For example, my company has developed a
SharePoint add-in with this capability but there are others as well (see
