Hi Adrienne Kidd,
I've created a new modern team site. Then created a subsite in that team site. Then I created a new list in the subsite and the list appears in the navigation of the subsite but not at the parent site.
What type of subsite are you creating? Did you change anything from the default in the navigation settings?
