Migrate a O365 SharePoint site to a Win2019 IIS Server

_What_ are you migrating to? SharePoint is a CMS/DMS that leverages IIS as a webserver. IIS itself just serves pages. You probably want a CMS sitting on top of IIS to store documents, pages, allow for easy editing, and so forth.
While you can export document content by accessing the site via the OneDrive sync client or lists to CSVs, the pages themselves won't be of use outside of SharePoint. In addition, you will lose all metadata, and so on.
