We can't create modern SharePoint page and news by guest user. Because page header is disappear and can't re-display.

I assume you have played with permissions for the guest user, right? If so, you have hit here a limitation in the modern SPO experience and best you can do is report directly to Microsoft...something you can do as a MVP
