Microsoft Flow vs SharePoint Designer

Hello,

we have a project to implement 20 complex workflow for 150 users and i need to know is microsoft flow is included in sharepoint online 2019 or there is only sharepoint designer ? 

if yes in wich plan? and  are all features included?

    First, remember about boundaries and limits of SharePoint Workflow and MS Flow:

    Microsoft Flow (now Microsoft Power Automate), is included with some limitations in Microsoft 365 / Office 365 plans.

      Microsoft Flow is a Cloud Service, so there is not an OnPremises version of the service and it's not going to be...what you can do is create Flows that work with OnPremises data, but if you want to create workflows for your OnPremises setup, your only choice is to use the SharePoint Workflow infraestructure
