Mandate SharePoint Data on Creation
We have a use case in our tenant to mandate that users provide specific information when creating a site. For example currently we can't enforce a description be set when a user provisions a site. I can't see any native options for doing this - alternatively I would use a PowerApp but wanted to first check.

that's correct, you can't force this for users, as alternative i recommend a professional provisioning tool.
