Make the top level menu (for dropdown) not be a clickable link? (Modern Comm Sites Menu)

On Communication sites, is there a way to make the dropdown in the menu NOT a clickable link? 

It really disrupts the experience with users trying to click the drop down, and being redirected to another site, and losing the dropdown options.

Going to the areanavigationsettings.aspx and leaving it blank doesnt work, because then it just redirects users to the site home page.  In the past I think we've been able to use something like a javascript void or something else to basically kill the link.
