Looking for help with formula.

I have two lists (please refers to the attched image) and I would like to achieve the following, but have no idea on how to go about doing it. Any help is greatly appreciated. Thanks!

Examples:

1. Compares the value 7.5 (outlined in red) to the list of values (outlined in green) and wants to return the value 15 (outlined in blue) and insert it in the blue box under AnnualLeaves column.
2. Compares the value 10.6 (outlined in purple) to the list of values (outlined in green) and wants to return the value 16 (outlined in yellow) insert it in the yellow box under AnnualLeaves column.
