It's how it's worked since day one. News articles technically are just site pages flagged with a promoted state column. So it's picking up the content itself. I agree when you pick news it should treat it a little differently, as most people prefer the way Highlighted content works over the News webpart in some cases.
OK, I think I am out of options. We can't use the news webpart because of the guest acces issues. An alternative is the highlighted content webpart but a pretty bad one because of this location thing.
