Linking a document library file/folder to another document library?

There is no good way to reliably connect things as you've described. Sure you could put a ton of links in one library to the other library, but it's alot of work AND if someone does anything to the linked documents - like move or rename them - the links will no longer work.
Just move the documents and direct the users to the new single location.
