Link Disappears from Global Navigation but Shows in Hub Navigation

Hello! I need assistance with an issue I am having with the global navigation of SharePoint.

Our site serves as a student portal, and some of the resources need to be available only to specific groups of students. For the most part, our use of permissions and audience targeting has worked as anticipated. However, we are having an issue while trying to link to a specific page in our Academic Support site.

We already have a link to the home page of the Academic Support site in our navigation, and it is visible to on-ground students via audience targeting. We want online students to land on a different page of that same site, so I tried adding the link for that specific page to our global navigation, with the same name, but with different audience targeting to be visible to online students. When I do this and save my changes, I cannot initially see the link in the navigation, which makes sense because I am not in the online student group. However, when I check to see that the link is still there via editing the global navigation, it is nowhere to be found. (See screenshot below.)

 

 

To add to my confusion, the link does show up when I edit the hub navigation. (See screenshot below.)

 

 

Our global navigation source is set to "Hub or global navigation" (as depicted below), so I'm used to our hub navigation matching the global navigation, but in this case, they are different.

 

 

Could someone please advise? Does this have anything to do with the fact that I am linking to an individual page rather than the site's home page?
