Is the Solution Gallery in Sharepoint O365 still usable ?
Yes you need to use powershell to upload wsp to solution gallery. Please refer link below

- Thanks for the Response. But uploading the solution or wsp to the gallery, is not feasible. ?
- What you need to know if that Sandbox solutions with code are not supported so you can upload there, but they are not going to work. However, declarative sandbox solutions are still supported
