Is it possible to delete a SharePoint page with Preservation Hold Library?

Hello together,

does anyone know if I can delete a site collection if it has a preservation hold library in it? Or does the site collection exist until all documents from the preservation hold library are deleted?
Is it possible to delete the PHD if it does not contain any documents anymore?
