Independent Scrolling between Vertical and Horizontal Sections?

Does anyone know if it is possible to have a horizontal section scroll separately from the vertical section?  I have a page with several horizontal sections and one vertical section that spans the length of the page. 

I have a screen shot of my page below- the gray section to the right is what I would love to have scroll on its own.
