You've diagnosed it right, the naming is just terrible.
Every Team, M365 Group and Private Channel gets its own SharePoint site, and that's the design rather than a fault. A Team is a bundle of site, mailbox, Planner and group, and you can't have one piece without the rest.
So the goal is fewer Teams, not fewer sites:
- Most projects need a permission-scoped folder in your main site rather than a Team.
- Keep Teams for things that genuinely need chat, meetings and a mailbox.
- You're at 100 because anyone can create one. Restrict Group creation through Entra ID policy.
- For the existing mess, pull Usage reports, archive dead sites, and move the "just a folder" ones back into your main site.
There's no hidden setting for this. It comes down to not treating "private space for a project" as "new Team.
