I can't restrict users from editing site (hub)

Hello 

I have a Hub site and have placed everyone in my company into the visitor permission group those visitors have been able to Edit the site and republish changes.

I did create a new Permission Group called View Only No edit and created a new Permission Level called Read No Edit Site with the following permissions:

My View Only No edit users still have rights to Edit, Create Site add a new link , and add pages news 

Ultimately I want my users to navigate and be able to use the lists I have set up for them.

Any suggestions on what I am messing up?
