Microsoft has acknowledged this was a bug. The bug is solved and we can publish Content types again.
I have a ticket open with MS about this right now. I'm using quick parts and managed metadata. So far they haven't find a fix for me.

Since when did you notice this problem? And when did you submit the ticket? Do you have the same permissions? Site collection admin for the Hub and admin in the term store center.
