Hub Site Permissions
I am Site Collection Administrator, I can elevate myself as global admin too. I still do not see the option "hub site settings" neither do I see the hub tab in site permissions.
I have tried to unregister the site as a hub and register it again but I get an error message saying the 'site can't be update' - what does this mean ?
I want my root site to be a hub as that is how I want the root site to be.
Any other ideas ?
priya216 As you are unable to see the settings even with global administrator user account, I will suggest you to raise a support ticket Microsoft.

I am not having much luck with my partner provider for support, if anything the emails are bouncing back. Is there another route or a group email I can contact ?

As suggested by SusanHanley , you can grant site collection administrator access to any other user account in your tenant and check if they can see the hub settings/permissions options. You can set site collection administrators from advanced permissions settings page:
