Hub Site creation - delay
That would be my experience also.
I tried "Unregister-SPOHubsite" and then "Register-SPOHubsite" but same issue, lists as Hub Site but clearly isn't, yet

I'm seeing the same on our production tenant (also an EDU; getting all these goodies last kind of sucks), but it's working (sort of) in our dev tenant (also EDU, but on the preview/first release channel).
By "sort of", I mean I can register a hub site and connect sites to it. There is some lag and inconsistency in the global nav propagating across the "spokes" of the hub, but in the hub itself, I can view news and activity from the spokes (via the Sites and News web parts).

make sure you guys are on Targeted release tenants, not just your user, this requires the whole tenant to be set targeted.

I have registered my hubsite last week.
I have news roll-up functionality, but that's about it.
Don't have hub navigation, hub settings in cog or the sites web part

In this particular tenant I have nothing apart from confirmation in PowerShell that it is a Hub Site
On your navigation issue, you must manually create the links in the Hub to the connecting sites, they don't appear automatically.
