Hub associated site not syncing permissions

Had the exact same problem while setting up a hub site with associated sites. This time (up to 4hours - as read in a few places) that takes for the permissions to sync make things painful when setting up things as an admin.
when i couldn't see the hub permissions i tried undoing all assciations, unregister as hub and then do the whole thing again and it worked.
