How to get Excel Forms instead of Excel Survey

In my SharePoint sites (including one I just created ) Excel Survey shows up under New but in OneDrive Excel Forms is there instead.

On another tenant Excel Forms shows up on SharePoint

I can't find how to enable Excel Forms for SharePoint

 

Any suggestions?
