Yes that is correct :) Are you sure that you clicked on "save" when you turned on external sharing for Anyone?
Please navigate to a document library, select a file and choose the option "copy link".
Click on Setting to open up the configuration for the link. Anyone should be the top option available.

Yes, I am sure that I've saved the settings. I've also follow all the steps in the link settings but it doesn't have the Anyone option.
