How to enable external sharing
Hello! When you have configured the setting in SharePoint/OneDrive policies. You also have to go to the SharePoint Admin Center. Select the site you want to configure the sharing permissions on and go to settings and sharing permissions. From there, you are able to set how the site should behave in regards of sharing.
Hi, is this the settings that you mentioned? I've turn on external sharing for anyone but it still doesn't work.
Yes that is correct :) Are you sure that you clicked on "save" when you turned on external sharing for Anyone?
Please navigate to a document library, select a file and choose the option "copy link".
Click on Setting to open up the configuration for the link. Anyone should be the top option available.

Note, please mark as best reply if this was helpful.Yes, I am sure that I've saved the settings. I've also follow all the steps in the link settings but it doesn't have the Anyone option.
