how to build a training video site on SharePoint modern Comm site???

Hi

I want to build a site for training and put up video to assign to staff to watch open and closed time 

that they can click and also a way to auto record the award number after they finished the watching the video and they will need to do up an assignment. 

Those assigned and not click to watch within the period needs to get a reminder 

video cannot be watch halfway and get the point. 

I cannot find any videos of the tutorial to build.. and back end need to get the records on the user who went in to watch and did the assignment t given in SP list. thanks
is there a way to do it?
