If i understood your question correctly, you want a team site with group , but not from +New Site, then create a group from admin center, or outlook web or outlook client (outlook 2016).A New-UnifiedGroup can help you in creating group from powershell

Ashish Ranjan thanks for your reply. I made an incorrect assumption. I do create groups via the new-unifiedgroup commandlet. I assumed how you provision changed what you provision, but in this case the Team site looks the same.
