How did you set up your team pages?

Currently designing an Intranet. The top navigation bar will have a list of department names, and from there, each will get a page.

I was wondering, couldn't I set up each department with a Team in Microsoft Teams, since a SharePoint page is automatically generated through there?

I would want to design some type of template that I could hopefully upload to keep consistency, or design one and then design the rest identical.
