Guests should not be able to open and copy documents

Depends on what you mean by guests. If it’s a 365 group guest in teams etc. then these have member permission by default and without removing other members permissions you can’t really do that. You might be able to apply conditional access etc. to do this but that would require some azure ad p1 licensing for all your users and then 1 for every 5 guests as well.
If you are talking about DharePoint only then you’ll be able to “share” your site with external users by choosing the share site only option if it’s group connected. Prior to doing this. As previous reply go to any content you don’t want them to see and break inheritance, that way when you share to your external user they will not be added to those locations. You don’t want to do this on site pages as this library contains your site pages. Also you can do this at the file level as well if you wish to get that granular.
