Guest users can't find internal users when sharing

Hi team

We have a tenant with guest users. I've noticed that guests in SharePoint sites can only share files within that site to people who already have access. They can't share with other internal users. When they search for a user, it doesn't appear.

This is happening in two of our tenants.

I've already set 'ShowPeoplePickerSuggestionsForGuestUsers' to 'True' and 'Allow guests to share items they don't own' but the issue persists. Has anything changed in SharePoint's configuration? Has anyone else encountered this?"

    But has it always worked this way? Guest users confirm that they could find internal users to share with. However, now they only see users who already have permissions on the site.

    And if a guest user tries to share with an internal user using their corporate email, they encounter the error: "Your org doesn't allow sharing with people who use this email domain. To continue sharing, remove the highlighted recipients."

    Oh, I changed a guest user in Azure AD to Member. However, the issue persists. It seems more like a SharePoint problem.

  • Hello,

    Please make sure to access Entra ID and navigate to User settings. By default, guest users have limited view on the Entra ID. This is a security default feature to prevent guest users to be able to search through the organization's employees. If you still would like to enable this, please see the image below:

        Probably not always, but at least for the recent two years. 
        So, the first image I sent (recent post), is for the external users to browse the Entra ID for employees.
        The image I have attached now is for modifying site sharing settings. This includes files and folders. 

        To access this setting, navigate to your site. Click on the settings icon and select site permissions.
        Then select "Change how members can share".

        Question: Does your guest user have edit rights on the specific folders/files?
