Graph API 0 results on list with item level permissions

We are using a service account to call an SPO List to get results back. The service account is an owner and has full control on the site and list. The call returns list items fine except when I turn list item permissions on it does not return any results. As an owner on the site I can see the list items with list item permissions turned on but for some reason the graph api won’t return results. Any ideas?
