Global navigation add new link is missing

Hi,

I am super admin for SharePoint Online communication site which is actually hub site , i am trying to add new link on hub navigation but new link button is missing , i can only edit navigation but not add new link on hub navigation, 

Please share the solution to add new link on hub navigation
