Force UTC in all views

SharePoint stores all Date&Time values as UTC and by default it will display them according to the user's regional settings.

In a timecard application, I need to work with fixed hour values which will not change when DST switches. As I do not need to handle different time zones, the best approach would be working with UTC only.

Is there any way to force SharePoint to only display UTC values in any views? Maybe some hack directly in the site's code using SP Designer?
