Folder Permissions Question

Hello,

 

In our organization we have a site called Toolbox for Employees which has all of the forms, documents, etc. that our staff needs to access.  The idea is that we have templates of the forms that the staff is to download, fill out, save with a new name, then upload back to a different folder for completed forms.

The problem is that often they edit the existing form which now means the template is screwed up for everybody else.  There are also other folders inside the Toolbox for Employees that they do need to edit within the folder.

My question is how can I best set up permissions that will prevent the editing of the form templates, but still allow the staff to download, edit, then reupload to a different folder while still allowing the other folders to remain open for editing?

For example:  Folder 1 is named No Editing. (For example)  Folder 2 is called Editing.  I want the staff to be able to access, download, and upload files from Folder 1 but not edit live on SharePoint.

Folder 2 I want them to be able to view, edit, download etc.

Any guidance will be appreciated.
