I've been on First Release with my tenant ever since it was possible to enable this. Still not seing .. Updated App launcher Flow & Powerapps in Modern List menu bar Modern Pages Team Site int...
I think this is the general rule for many of the new features being relesead currently: first to selective first release, then to first release and after that general availability
