File Viewer Web Part not scrolling for some users

During the past few days, dozens of our users are complaining that the File Viewer web part is not scrolling for PDF files. When asked to use a different browser (testing with Chrome and Edge) they get the same results ... not able to scroll through the document.

Has anyone else experienced this, or know of a fix?
