Excel web part on sites created with Office 365 Groups not available/working,

On sites created with Office 365 groups, I am unable to add the Excel web part.

 

I have turned on both web part site features (Enterprise and Standard)

 

I do see "Business Data" folder, but Excel web part is not in there. 

 

I tried to import it but it errored with a message: "A Web Part or Web Form Control on this Page cannot be displayed or imported. You don't have Add and Customize Pages permissions required to perform this action"
