Error when converting communication site to hub site.

Hello,

I am getting an error message whenever I try to change a communication site to a hub site. It's newly created with a 1TB quota. I currently have 30TB of available space on my tenant. I am also having the same issue when using the GUI but it does not show a specific error message.
