Error when adding external user to SharePoint site

Trying to add an external user to a single SharePoint site. This user is a guest in our domain and the domain is allowed for collaboration, but every time the user tries to sign in, they are met with access denied even though they are a member of the site. Also seen that this user has all the Deny permissions in the picture below and unsure why this one user has all of this when other guest do not.
